If I am correct, the technical answer would be zero. There is no prime mover and the traction motors are drawing power from whatever the slug us hooked to. Power such as it is would be measured purely in tractive effort and that could possibly be every bit as much as a normal engine this size at it's peak performance since these are designed almost exclusively for slow speed applications where all that is required is brute force.
