It's currently a retail shop for running shoes and accessories to support the bike path that runs in front of it. The bike path is a former PRR line and there was a PRR station where the parking lot is now. The B&O and PRR interchanged here up until the 60's.
Yes, there are active rails behind. It is currently I&O (CSX lease) but was originally the B&O main from Cincinnati to DC.
Not to slight the I&O- Hard to believe what was such an important main line, is now so much downgraded. Boxcab E50
