From time to time, I see posts from people looking for something like Xtrkcad or Anyrail for Android. I am getting a Nexus 7 in a couple of weeks. Layout design on my lunch hour, at the in-laws, and anywhere else on-the-go would be much easier (and more practical) if I didn't have to lug my antique laptop around with me. Has anyone seen anybody working on this, or am I out of luck for now?

Layout designing on my 17" monitor seems limited enough in size for all but small layouts, I can't imagine trying to do it on something so small as a smart phone, or even a 10" tablet! For some things, size really does matter! Bill in FtL
I could not agree more. I simply do not understand how anyone could expect to effectively do track planning on a handheld device. Some operations require precise mouse control while holding the mouse button down plus a keyboard key. Tell me how that is possible on a phone, please!
