I thought about auto racks, but these look a little short and the roofs didn't seem quite correct. Does the Buckingham Branch do some sort of passenger excursions?

the funny thing is, I was thinking of Buckingham Branch, but I noticed there was a lack of Red on the locomotive. I now figured out that it's BB #12 an unpainted ex KCS GP40-3
