Since this is a one of a kind loco, I would be inclined to think that either OMI would do it, or you will have to have someone custom paint it for you. Either way, if you want one, you are going to pay big $$$$ to get it.
Well, Kato did the UP heritage locos and they weren't any extra big $$$'s. AND, Fox Valley has stated they are going to do the first (Conrail) one already. So, maybe a few dollars more than normal, but I'm sure they'll be here soon. If you want one *immediately* then maybe you'll have to get one custom and that might cost ya....
Heritage schemes?!? You NS and DGRW guys sure have it good! Imagine the commotion if BNSF painted up some engines in NP, GN or CBQ? There would be much rejoicing amongst the commoners, many more railfans out there spotting! Hearts and minds, people! Is any BNSF exec watching?
The Southern unit does look sharp. Fairly easy really, if you take your time on the nose. What I find even more interesting though is NS recognizes the importance of getting the pictures out and took the time to post them on the web directly before anybody else could.

My best guess FVM will do these. Only problem is KATO and FVM do not make a NS style cab with headlight between the number boards.
BNSF doesn't seem to be as heritage minded, there are still a lot of ATSF and BN painted engines around but that's just because BNSF isn't as quick with repainting as the old Santa Fe was. Some of the BN predecessors would look nice as well as some ATSF units without the BNSF patches, or how about a GEVO in zebra stripes. The Southern unit looks great, IMHO better than the UP heritage units which are just stylized representations by some graphics designer of the predecessor road's image. I wonder how far they are going to go, N&W, PRR, Wabash, Nickel Plate?
NS is doing a bunch of heritage units. As for BNSF... How about pin stripe ATSF, BSB GN, Black bird CB&Q, Lowey NP, SP&S non Broad stripe & Frisco GEVOs?
"As for BNSF... How about..." Seems to me you folks need to be contacting BN and recommending this that and the other instead of asking such things here. I seriously doubt that anyone on the forums have any real pull with BNSF to get such done, but I fail to see how UP fans are much happier, especially since they ended up with schemes straight out of a pot pipe... LOL.
I agree with your last observation, NS's Southern unit and Iowa Interstate's Rock Island unit show how much better a 'real' heritage scheme looks.

Actually there will be 19 Heritage units. Originally announced as 18, then some changing of schemes/road was done and recently Penn Central was added to make 19. Eleven will be on EMD SD70ACe units painted by Progress Rail/EMD and eight will be on GE ES44AC units delivered to NS's Altoona and Chattanooga paint shops. CSX? Yeah that would be nice. I'd love to see a low wave C&O or such or a Chessie System. Sadly CSX has stated they will not be doing any heritage schemes (at least at this time).
The only bad thing about heritage units is they will my model railroading fund will probably go away when these become models.
Wow, they are even doing the little roads like Interstate, I thought they would do a half dozen schemes at most. I wouldn't have expected NYC, I thought most of the former NYC went to rival CSX. If CSX did the same there would be an equal number of schemes they could do, I hope NS starts a bit of a trend here.
