The motor is fried, the shell is broken and in sad shape, and that front truck looks like it has been in some serious heat. Must of been his buddywho bid or a blind man.

In that condition, any bidder must be either a shill or suffering from P.T. Barnum syndrome.

How much would be needed for anyone to take it off his hands?

    Well...... I have no words.

    https://www.ebay.com/itm/334169522364?hash=item4dce0e40bc:g:IwMAAOSwvBFhMlJE

    From the listing:
“Rough - Wheel Wear: Very Little - C-6 Very Good Condition - May Have Minor scratches and Paint Nicks, May Have Minor Spots of Surface Rust, Free of Dents. May have Minor Parts Replaced and or Missing - Please See Photos”

    $89.98 -
"May" be way to darn much.
A missing rear truck is "minor" part missing - ?

Their use of "C-6" as a grade of condition not really ethical. In order to get that rating, it must be a complete item, assembled and operable. With the rear truck being "loose", it does not qualify.

I hate it when I see a seller using TTOS/TCA/LCCA grading standards for anything other than Lionel and O scale items . It is even worse when they use them incorrectly.

"A seasoned train collector should be consulted to assist in grading your trains. Typically the average person over grades their items unless they are knowledgeable of these grading standards."

Part of the reason these standards were set it because they are being applied to VERY OLD train sets/items (Lionel/Ives/American Flyer). Lionel began making O scale trains in 1900 (before most houses even HAD electricity) out of metal which is why the rating scale includes rust and dents among the things effecting the value. Still, that the engine in question is MISSING PARTS, it should never have been rated higher than:

C-4 Fair: Scratched, moderate paint loss, dented, missing parts, surface rust. Evidence of heavy use.

As a former Lionel collector, past TCA/TTOS member, I completely agree. Those standards are for tinplate.

Still, as it is, the unit is inoperable. Why is the one truck loose? What is missing or broken, internally? Maybe we should think about giving it a C-3?
