From my understanding the short answer is Yes. eBay and PayPal did not quite process my latest transaction as stated above. I actually received two transactions from PayPal, the first was for the auction winning bid, the second transaction was for the sales tax. In my instance it was $40 for the winning action and $2.40 to pay the sales tax. This is something everyone needs to remember when placing bids, especially on high ticket items. If you live in a state that collects sales tax on purchases, it will now be added to your eBay purchases as a separate line item. We all knew this was coming, everybody has gone to purchasing their items online. The states have noticed a drop in sales tax revenue, which has prompted laws requiring online vendors to add sales tax to online purchases. We all knew it was only a matter of time and that day has arrived. Also those online vendors who are not collecting sales tax, may still be reporting your purchases to your states tax agency. So don't be surprised if you receive a tax bill for online purchases. Welcome to the 21st century

With regard to etailers sending the information to states that collect sales taxes, that would be a killer to etail outlets. If I were to receive a sales tax bill from the state I would be forced to pay it since it would probably be a lien. I would immediately stop buying from any etailer who would turn over that info. We often buy online knowing that we will be paying a shipping/handling charge... but will save on the taxes. Yes, that's the way it's been happening up to this point. Starting November 1, or so they say, that would be a single $42.40 transaction and eBay and Paypal will "do the rest." I can tell you that I am being charged the correct percentage which is a combination of city and county tax. I am a bit curious to see what this will look like from the seller side but I'm not sure I want to list something just to find out. In terms of other smaller e-tailers which shall not be named not charging sales tax to out of state buyers, that window will close; the question is how quickly. But I'll bet that "use tax" lines on a bunch of tax returns will be filled in with "zero" in the coming filing season.
I'm confused. I've never lived in a state where sales of used items between private parties has been subject to sales tax. Has this changed?

In NY/NJ if you buy a used car between private parties, DMV will make you pay tax on the purchase price. Of course many put down on the title a price far lower than what was actually paid. It's "Scout's honor".
I was confused too so asked my wife (a CPA) and learned that in our state, used items such as those sold by Goodwill and consignment stores are taxable. Used vehicle sales too are taxed. An individual having the occasional garage sale does not have to collect or remit sales tax. This all varies by state, so mileage may vary.

That kit was originally marketed as a power plant and is used as one in my harbor area combined with a substation. That kit is well in excess of 30 to 40 years old.
