That’s an Arrowedge, it’s designed to reduce drag on intermodal trains and save fuel. The frame at the front is so it can be picked up and stacked.
I have seen a few pictures/videos of these but I did not know they were designed a fuel savers. Wonder if they really save more fuel than what it cost to handle tem. Very interesting.
It must be working, they’ve built several new versions and have retrofitted some early versions to different lengths.
