I think that's Greg Shinnie's work, apparently scratch built. Here's a link to a Google Image Search of his modelling.

Strike that - I have no idea who's it is. My Google-Foo let me down due to the Pinterest black hole. I tried to verify if that was really his but couldn't find anything outside of Pinterest. I'll keep huntin'...

Final Edit - Found it! DK Recycling Mill, http://www.frankshuette.de/mein-modell.html

When I see such modeling, I feel very humbled. I also wonder, how many of the general public have a clue what it takes to get that metal to their household or business!

The late Dean Freytag also crafted some extraordinary steel mill models.

I read a poignant news story that took place in either OH or PA during the early 1980s when many steel mills were razed. While crowds gathered behind fencelines to cheer in amazement as explosive charges brought the massive facilities down, the writer looked over to see an elderly man quietly weeping. The man was likely one of the very few there that had the wisdom to recollect the enormous economic contribution of the mills and to foresee a seriously dimmed future for his city.
