I just tried connecting my nj international crossbucks #2164 to the Circuitron Fl-2 flasher circuit and when I add power to the circuit, the LED's light up but they do not flash. I'm still on the novice side of electronics so before I try to return the FL-2, I want to make sure that I am wiring the crossbucks correctly. I believe the Nji crossbucksthey are wired common anode as they have 2 red wires with resistors attached and 1 common white wire. I connected the white wire (common) from the crossbucks to the "output" of the circuit. Then attached the two red wires with resistors to the "R" and "L.' Then added 12v DC power. Is there an adjustment for flash rate on the FL-2?. If you wired them backwards the LED's would not light at all. You have to acertain that your flasher will work with crossbucks wired common Anode. With common Anode the DC+ goes to the common wire and the DC- goes to the Cathode wires with the resistor. I use NJ.I signals that are wired common Anode so I have to apply DC- to the resistor leads and DC+ to the common wire. Atlas signals on the other hand are wired common Cathode so DC+ goes to the resistor wire and DC- goes to the common wire. I have installed a couple of flashing crossbucks that were wired common Anode but they had four wires so the common (-) wires went to the L and R terminals and the resistored wires went to the DC+ terminals. I used Dallee electronics flasher #367.
What are you using for detection? You may have to add a detector to activate the flasher itself? The connection from the detector goes to the C terminal on the FL-2 flasher.

Since you don't have a detection module, by hooking up the C terminal to a DC- source should get the signals to flash. Otherwise the LEDs should be dark. The fact that all the LEDs are lit probably means the flasher unit is bad.
@retsignalmtr tried hooking terminal C to DC - the lights stay lit but do not flash. maybe i just have to return the board?
