Is there a source of HO scale dimensional data on locomotive to help a person to select the closest locomotive drivetrain/truck arrangement to place a kitbashed or 3d printed shell on? For example, if you wanted the overall chassis length, truck spacing, and truck wheel spacing. Thanks for the help.

Personally not aware of a site with that type of data. I understand your frustration, it took me several trial and error tries to find the right Athearn chassis to fit (well, closely fit) a Rivarossi E8 shell. It was amazing how far off my initial guesses were.
Just thinking off the top of my head, possibly find dimensional data for the real locomotives and convert to HO scale. You may be inches off but close enough I would say.

I think there was an article in model railroader magazine many years ago on steam locomotives by manufacturer but I do not recall such an article for diesel locomotives by manufacturer. I recently have a renewed interest in modeling US Army equipment from research material I recently acquired. Plus there is a fair amount of info on Fort Eustis in Virginia.
