Candy, you pose an interesting question, but first...What Is This Thing, What Is Its Purpose, and Where Is (Was) It? Answers to those might give a clue as to your question of "How". There appear to be a bunch of Navy types on the right side in ~100-year old uniforms, enlisted on the ground, and a few officers in the rear.

Looks similar to Star Wars machine. The background and foreground also have me wondering. I would not be surprised to learn this is somehow Photoshopped together.
That is what I'm gonna go with, its a photoshop. The "train" looks to be a Star Wars Imperial AT-AT Walker, yet the foreground looks to be turn of the century
I sent it to a photographer friend of mine. He said it was a bad job. He sent me this part of it and said look at the difference in the layers. A big difference in the pixel count between the structure and the building
That's what I was looking at, when I noted background and foreground. I'm not surprised to be correct on this one.
I knew without even studying closely that it was a fake, because it was obvious to me that the whole point was to make it look like a Star Wars AT-AT, and clearly back in the steam era nobody knew about Star Wars yet. Whoever did it was making a joke and not seriously trying to fool anyone. I do love the fact that they didn't just do the steam-locomotive-AT-AT, but also put all the guys in front like it was one of those old company photos of the engine shop crew. Clearly someone who loves both Star Wars and historic train photography.
For sure an At-At. Wonder if General Veers is on it or his great grand father Yes a huge SW nerd here too. I have a Mythosaur Skull tat on my right arm. Oya Mando! All you need is a bi plane done as a T.I.E fighter flying over it !
It would have to be General Veers great grandson, as we all know, Star Wars took place a long time ago.

I don't believe anyone truly thought it was real. There seemed to at very least be skepticism from post #1.
