Straight Scalecoat II conrail blue looks something like this on a CEFX unit with no weathering. (keep in mind the picture is not under ideal lighting).

    Hope this helps!

If you think it is a touch too light, just add a drop or 3 of Sante Fe Blue. Play with your colors, but remember.................you can't get just any color by mixing floquil colors, because NONE of the floquil colors is PRIMARY color, all have a touch of contaminant color added to get the color the bottle says it is. For instance...........Santa Fe blue is not pure blue. There are other colors in it which will preclude you from wandering too far off of its basic hue. The more you mix it, the worse it gets. But if you are staying pretty close to the right color, you can cheat the odds. STEVE

Do you want the locomotive to look like it just rolled out of the paint booth or been a while out on the road? IMO, the Conrail blue should work. You may want to add a little black (not too much) to a sample of Conrail Blue to get a darker shade- this would take some experimentation. At any rate, if you weather it up, whichever shade you use (straight CR Blue or a mix thereof) should work under a layer of road grime.
