This is one of those PWRS "Mystery Cars" with purposefully limited supply. They do one a year. When these come up for auction there are a number of "highly motivated buyers." Actually, the $156 final price is a little low compared to typical results if I recall correctly.
Hmmmm... I have one of the UP "American Flag" grain hoppers that came out after this one... Being as I don't care of UP anyway, maybe I'll see how they're selling. Adam
They are worth a lot more than this - The one sided ones are cool but the double sided ones are cooler. I grabbed a couple of both styles a while back and they are tucked safe in the vault.
I have the GN car, it's a RUNNER! I snagged it at Plano, TX show a few years ago for a paltry 14 bucks.

You gotta like the title of this auction too: "Decals to make car like PWRS/Intermountain Circus Car." No connection, in fact, I'll be on the sidelines for this one, but it is a "lower cost alternative".
