It's the Museo Nacional de los Ferrocarriles Mexicanos otherwise known as the National Railway Museum located at Calle 11 Norte, 1005, Centro Histórico de Puebla, Puebla, México Coordinates: 19° 3'11.90"N 98°12'15.02"W I am making the assumption that you chose this site because it houses the Delaware & Hudson #17 and # 19 which is an Alco PA-1 refurbished in 1974-75 and sold to Mexico. It is still being used on railroad excursions and is painted in the Southern Pacific Daylight colors.
Unfortunately, neither of the PA-1's have moved in years. They still go out and start the engines and let them run for a bit every two weeks as a preventive maintenance step. Regards Ed .
