Probably Southern Pacific. They liked to stack oscillating lights on top of steady lights in a tall light package.
From 11/24/1989 at Spartanburg, SC, SOU 922519, a former EMD FT-B. It was built as SOU 4105B and was converted in retirement to a Locontrol Radio Control Car in the '70s, then again in a third life as a Scale Test Car.
I'm not sure, but I'd be very surprised if it's survived. I checked the equipment rosters at the Tennessee Valley Railroad in Chattanooga and the Southeastern Railway Museum in Duluth, GA and it doesn't appear. These two locations are most often the recipients of retired NS/SOU equipment.

Found at Monroe, NC on 07-11-1998 was GE C30-7 CR 544 on lease to CSX. The unit was originally AT&SF 8070.
That FT-B scale test car is indeed neat, but I wonder if the rust flaking off might throw off the weight some?
