I believe he just had a radio. Very little switching goes on in Rosenberg. Just dropping off and picking up cars on the interchange track between UP and BNSF by the respective local trains.
Nope. This is the power at the other end of the train on the right. There is a human in the engineer's seat. I guess he was being remotely controlled by the radio.

Two years ago, an episode of On The Road with Charles Kuralt was posted that had a segment of gandy dancers on the Mississippi Export Railroad. The segment begins about 30 minutes into the episode.
