That's looking interesting. Is it some kind of pulley to load/unload the car, assuming it's used to transport prefab tracks (switches, crossings)?
Thanks for confirming my assumption about prefabs. But I meant to ask about the "steering wheel" that's connected to some ropes. Is that a mechanism to lift the lading?
That I can't say for sure but from what I have heard second hand, it is used in some fashion to secure the prefab sections to the car.
