Athearn did in the blue box line and in the Genesis line.
The blue box were the Timken roller bearing trucks. Want to say all of the genesis trucks had the rotation bearing caps
Kato also makes the Barber S2 Roller Bearing truck with spinning bearing caps. Fairly pricey at $5.98/pair. I have a a couple pair and they are nice, but cost prohibitive for me to convert my few cars (35-40) that are prototypical to have roller bearing trucks.
Those were the Genesis 70 and 100 ton trucks.
Beware those trucks come in either the .110" trends or the simi scale .088" treads.
Also some of the early RTR cars came with the .088" tread.
The big difference is the normal .110" tread is more forgiving with less then perfect track work then the .088" tread wheels.
