GN line to Holter Dam?

Was there a GN branch to Holter Lake dam? It seems there's a road that may have been a construction branch leading to the dam site. Can anyone confirm whether or not GN built a branch to the dam?

Nothing comes into mind. If a spur existed, which is very possible, it might not have been GN. Could have been a private contractor. Can't think of who I might ask.
