KCS Heavener, OK fueling operation to strengthen in 2004

Recently, the Kansas City Southern Railway and Williams Pipeline Group
signed a ten-year agreement to build and maintain a pipeline to KCS'
Heavener, Oklahoma fueling facility in 2004.

Bringing pipeline fuel to Heavener will allow KCS to take full
advantage of
Gulf Coast fuel prices which are historically lower, as well as to
maintain
an adequate supply in storage tanks without using tank cars, minimizing
supply chain interruptions and significantly reducing transportation
costs.

Most all KCS unit trains pass through Heavener, making it a key link in
the
network. Strengthening the fueling operation enhances KCS' ability to
efficiently meet our customers' delivery expectations.

KCS is investigating the possibility of also building a tank car
loading
facility at Heavener, which would further reduce transit times to both
