THE FOLLOWING IS AN URGENT LEGISLATIVE MESSAGE FROM NARP THAT I HAVE EDITED.
You can reach any Senate office by calling the Capitol Hill
switchboard at 202/224-3121. PLEASE CALL NOW IF YOU GET THIS IN TIME.

The Senate's transportation appropriations bill may reach the floor
for a vote today.
Senator George V. Voinovich (R-OH) may offer S.1144 as an amendment, with Sen.
Max Cleland (D-GA) as a co-sponsor. This is the bill that would give states the
right to spend their federal surface transportation funds on
intercity passenger
rail. THIS "FLEXIBILITY" LEGISLATION IS VERY IMPORTANT TO AMTRAK AND
WE NEED TO
SUPPORT THE VOINOVICH S.1144 AMENDMENT.
It now appears that the Voinovich "passenger rail flexibility"
amendment will be up
shortly after the Senate convenes this morning (Thursday) at 9:45 AM
Eastern Time.
Also, Sen. Bob Smith (R-NH) is likely to offer his "bus industry"
amendment as a "second degree" amendment to the Voinovoich amendment.
So, please ask your senator to vote:
* AGAINST the Smith "bus" amendment;
* AGAINST any hostile point of order raised against the Voinovich
amendment; and
* FOR the Voinovich amendment.
The bus amendment, subject of a late-April message sent to NARP
members, basically gives the intercity bus industry veto power over a
state's right to use the flexibility provision.
