Wow, sounds like a mess. I remember the hassle when the 'old' Joint Line at Santa Drive and Evans was raised to ease congestion. The end result was worth the hassle, but it was a mess for a long time...

We have the same problems with "change" in my community. Nobody wants to change the "status quoe" in Lincoln. I feel this is why the population (15,000) hasn't changed in all of my 36 years of life. Just remember this, "You can't stop change, because you change something, even when you try to stop change." The old gaurd is always opposed to change, even when it's for the betterment of their community. Sad, isn't it?
