Just wondering if someone could tell me if a turning radius is measured from the center to the inside rail or outside?

Not certain, but I think it is from the track centre line

Believe it must be measured from the outside since 18" radis laid properly measures exactly 36" across.

Centerline is correct. Whenever you're laying a curve, measure on the centerline. All the sectional track that you buy will make a curve on the centerline radius. 18" curves laid properly will create a 36" circle from centerline to centerline.
Prototypes use centerlines too. For instance the typical distance between to parallel tracks is 13-16 feet from center to center.
